The Credit Review Board is a standing internal advisory and approval committee responsible for reviewing all loan guarantee transactions supported by the Agency’s Development Credit Authority (DCA). No guaranteed transactions move forward to financial close and implementation without the board’s approval. The board serves a critical oversight function for USAID’s DCA loan guarantee program; ensuring a holistic, comprehensive and independent review of each loan guarantee transaction.
The board is chaired by the Agency’s deputy chief financial officer and is composed of 9 primary voting members and 9 alternate members representing each of the Agency’s five primary regional bureaus, the Office of the Chief Financial Officer, the Office of the General Counsel, the Office of Budget and Resource Management, and the Office of U.S. Foreign Assistance Resources in the State Department. Each board member is appointed independently by his/her bureau’s leadership on an annual basis. The Office of the Inspector General also appoints a member to the board but in a non-voting capacity.
