USAID supports Moldova’s political transition by promoting good governance and strong democratic practices. Grassroots programs are building the capacity of local governments to plan, finance and manage infrastructure, municipal services, and energy-efficiency projects. USAID provides targeted support to the Government of Moldova with a focus on increasing the integrity, transparency, and accountability of the judicial system. Other programs are strengthening democracy in Moldova through support for more accountable political parties, active citizen engagement, sustainable civil society, and transparent electoral processes. USAID is also active in providing assistance to empower vulnerable women and people with disabilities to improve their social and economic welfare.

Moldova Partnerships for Sustainable Civil Society project (MPSCS)

The purpose of Moldova Partnerships for Sustainable Civil Society project (MPSCS) is to improve the capacity of civil society in Moldova to represent citizens’ interests, influence policymaking and sustain the sector’s democratic role for the future. PSCS will strengthen Moldovan Civil Society Organizations (CSOs), CSO networks, and engagement between CSOs and host government to contribute to a more vibrant and effective civil society sector in Moldova. The project also supports civil society organizations in raising awareness and educating citizens about European Union (EU) and EU integration.
Promoting the Rule of Law in Moldova through Civil Society Oversight
Implementer: Legal Resource Centre Moldova (LRCM)

LRCM will increase accountability and transparency of the Moldovan justice system through citizen oversight activities, as well as promote the implementation of European human rights standards in Moldova.
Moldova Inclusive and Participatory Political Processes (MIPPP)
Implementer: Consortium for Elections and Political Processes Strengthening (CEPPS)/IRI and NDI
Project Period: October 1, 2016 – September 30, 2019
MIPPP will work with political parties, national party leaders and emerging political actors, local government officials and CSOs and citizen activists with the aim of ensuring fairer and more transparent political competition in Moldova that is more representative of, and accountable to citizens. To support this overarching goal, MIPPP will focus on three key areas: promoting more inclusive and accountable political parties at the national level, supporting emerging parties and underrepresented groups as they seek to increase their participation in the political system and enhancing party and government officials’ representation of citizens at the local level. MIPPP will use consultations, guided practice, leadership trainings, forums and coordinated public opinion research to strengthen political parties’ internal capacity and outreach to citizens, develop emerging political leaders and citizens’ ability to monitor and advocate for reforms and bridge the divide between government officials and citizens at the local level.
Telenesti Rehabilitation and Construction of Water Network, Sewage and Water Treatment Plant Project

The project will improve the quality of citizens from Telenesti town and neighboring villages of Mihalasa and Inesti, by improving the environment and access to water through energy efficient waste water treatment plant and extension of the sewerage system to surrounding villages. The following results are expected: 1) improved management of public sewerage services provided to 11,300 inhabitants where the project is implemented; 2) improved conditions for investment in the region due to improved infrastructure; 3) pollution in the Ciulucul and Raut rivers will be reduced by stopping sewage drainage into the river. 4) improved energy efficiency and reduced energy costs for the city.
Democratic Transparency and Accountability Program (DTAP)

Democratic Transparency and Accountability (DTAP) Program aims to increase the credibility of electoral processes via election observation and promotion of a conducive enabling environment for political competition. The activity will strengthen electoral transparency and accountability mechanisms; enlist actors such as civil society, community groups, rank and file party members, and activists to bring pressure on decision-makers to be more responsive to citizens and engage in fairer and more representative elections and political competition; and consolidate the capacity of Promo-LEX to monitor and advocate for the reforms envisaged by the project.
Novateca – the Global Libraries Program in Moldova
Implementer: IREX
Timeframe: 06/08/2012 – 01/31/2019
The Novateca program helps provide citizens with free access to the internet and modern, locally-tailored services, drawing on IT tools and trained librarians who can offer guidance and support. Since 2012, Novateca has equipped over 840 public libraries (across every raion in Moldova) with more than 2700 computers and 110 tablets, and trained more than 1000 librarians on ICT skills, modern service delivery, and advocacy and partnership skills. By the end of the program, over 1000 libraries will have joined the Novateca program, and partnerships with local and national government, library leaders, NGOs, community groups and private sector business will enable the network to continue to evolve along with the populations it serves. The program is funded by the Bill and Melinda Gates Foundation through support from USAID.
Children in Moldova Are Cared for in Safe and Secure Families

The project goal is to improve the safety, well-being and development of highly vulnerable children, particularly those who are living without adequate family care. It will consolidate the results of the previous USAID-funded project " Protecting children in Moldova from family separation, violence, abuse, neglect & exploitation” and create opportunities for national expansion and replication. The project will provide support to the national and local authorities to develop a holistic system for strengthening and preserving family care and for alternative family-based care of children by engaging with various stakeholders to build capacities, strengthen coordination, build services, and win public support to child care reform.
Legal Enabling Environment Program II (LEEP II)
Implementer: International Center for Non-for-Profit Law (ICNL), Promo-LEX in Moldova
Timeframe: 2013 – 2018
The program’s main goal is to support and defend civil society’s rights, including the freedoms of association, assembly, expression, information, and other human rights needed for the vibrant functioning of civil society in countries worldwide. ICNL seeks to accomplish this by advancing a legal and regulatory environment that protects and promotes civil society and civic participants.
EMERGING DONORS CHALLENGE FUND GRANTS
The United States Government, through USAID, is partnering with the 10 “Emerging Donor” countries (Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia, Slovenia) to co-fund projects in Eurasia and the Balkans. This will enable the recipient countries to benefit from the successful experiences of the Emerging Donors in their democratic and economic transitions.
Optimized Electronic Access to Judicial Decisions
Implementer: Estonian E-Governance Academy
Project Period: 02/2015 – 01/2017
The Purpose of the "Optimized Electronic Access to Judicial Decisions in Moldova" activity is to increase transparency and access to information within the courts system. The grant is co-funded with $112,500 USD from the Estonian Government and $133,460 USD from the EDCF fund through USAID Moldova. The Estonian E-Governance academy will pilot digitization of the paper-based courts archives in Moldova in two courts, enabling: (1) fast and easy online access to court decisions; and (2) a search of court cases information based on multiple criteria.
