The U.N. In the Transformation Decade (2015-2024), a new generation of Afghan leaders – both men and women – will emerge who are equipped with the education, skills, and desire to build a brighter future for Afghanistan. Promote is a joint commitment by the U.S. and Afghan Governments that will work to empower 75,000 women between the ages of 18-30 and help ensure these women are included among a new generation of Afghan political, business, and civil society leaders. Promote aims to empower women to become leaders alongside their male counterparts, and ensure they have the skills, experience, knowledge, and networks to succeed. USAID has committed $216 million to fund the program, making it the largest women’s empowerment project in the US Government’s history. Other international donors are able to contribute an additional $200 million to help expand the program.
USAID Administrator Rajiv Shah is traveling to Liberia, Sierra Leone, Guinea, and Senegal from October 13–17 to meet with national and local officials, aid organizations, and staff coordinating the international response to the Ebola outbreak in West Africa. USAID is helping coordinate the USG’s whole-of-government response to the EVD outbreak that leverages broad expertise and personnel from several federal departments and agencies, including DoD, Department of Health and Human Services, the Department of State, and CDC. On October 14, in Monrovia, Liberia, Administrator Shah announced nearly $142 million in USAID humanitarian activities to support the EVD response. The USAID activities in Guinea, Liberia, and Sierra Leone include construction and support of EVD treatment units (ETUs), critical training for health care workers (HCWs), and social messaging and mobilization.

USAID/Kosovo has a buy-in to a Washington-held Cooperative Agreement (CA) with the National Association of Regulatory Utility Commissioners (NARUC) to support the Energy Regulatory Office (ERO) in Kosovo. This support takes place through partnership and peer-to-peer exchanges between ERO and U.S. regulatory commissions with the objective of facilitating the exchange of information, data, and best practices among regulators.
