Activity Goal

USAID Dialogue on HIV and TB Project is a five-year regional program aimed at reducing the spread of the HIV and tuberculosis (TB) epidemics in Central Asia by improving health behaviors among most-at-risk populations (MARPs): people who inject drugs, sex workers, men who have sex with men, people living with HIV/AIDS; prisoners and migrants.

• Reduction in risk behaviors associated with HIV transmission

• Increased use of evidence-based HIV prevention and TB treatment services by MARPs

• Improved TB case detection among selected MARPs

• Improved adherence to and decreased default rate from TB treatment among MARPs

The USAID Dialogue on HIV and TB Project is implemented by a consortium of partners, led by Population Services International (PSI) and includes Project HOPE, AIDS Foundation East-West (AFEW) and the Kazakh Union of People Living with HIV/AIDS

Major Focus Areas

A unified, regionally coordinated project strategy allows the USAID Dialogue on HIV and TB Project to efficiently achieve project goals while providing a platform for sharing lessons learned and best practices.

The project clients receive basic outreach package of services including information-education activities based on the peer education principal, referral system to medical and social services, case management services to project clients, and community-based adherence support for TB patients. In addition, MARPS are reached with a comprehensive package of gender services ranging from providing education sessions on gender equity, referrals to VCT and STI for victims of gender based violence (GBV), referrals to crisis centers, psychological support and support groups. The project also organize trainings for police on gender awareness issues, prevention of violence and discrimination towards MARPs, as well as explaining where to refer victims of GBV to emergency and support services.

Expected Impact and Accomplishments

• ​45344  MARPs reached with HIV and TB prevention services

• 6917 MARPs  tested for HIV and know their results using program referral vouchers

• 5566 MARPs  screened for TB through the project’s referral voucher system

• 223 new TB cases detected through project referrals to TB testing in Kyrgyzstan

• 430 injecting drug users, people living with HIV, migrant workers, and prisoners provided with adherence support for TB treatment

•  2702 PWIDs were referred and have received drug treatments services

• The Program’s M&E tool was developed (MIS/data base to  account coverage of the target groups)

• 5 Multidisciplinary teams (MDTs) created under the Dialogue Project, operates to provide support to people living with HIV/AIDS, in Chui, Osh and Jalal-Abad regions
