Mr. Victor Bullen is the Agency Environmental Coordinator (AEC). In this role, he oversees environmental programs, staff, budgets, and compliance with federal environmental regulations across USAID. He provides leadership to the development and implementation of Agency environmental policies and ensures that USAID staff is trained in the Agency's environmental policies, regulations, and procedures. Mr. Bullen serves on select White House and inter-agency commissions and boards such as the Coral Reef Task Force and the National Invasive Species Council, and acts as USAID's liaison with the President’s Council on Environmental Quality. He also provides Agency leadership on implementation of Title XIII of the International Financial Institutions Act, which requires USAID to review multilateral development bank projects for environmental, natural resources, public health, and indigenous peoples issues in coordination with the U.S. Department of Treasury and State.
Prior to assuming this position, Mr. Bullen served as the Bureau Environmental Officer in USAID’s Bureau for Latin America and Caribbean (LAC), where he oversaw environmental compliance and other regulatory issues in the region, managed an agreement with the U.S. Forest Service, and headed LAC’s water policy. He served from 1999 to 2004 as the LAC Regional Environmental Advisor for the South America region, based at USAID/Bolivia. Mr. Bullen joined USAID in 1993 as the Environmental Policy Advisor in USAID's Bureau for Policy and Program Coordination.
Before entering USAID, Mr. Bullen worked as a Program Officer at World Wildlife Fund- US, and served as a Peace Corps Volunteer in Paraguay.
Mr. Bullen earned a B.S. in Wildland Recreation Management from the University of Idaho and an M.S. in Natural Resource Policy and Management from the University of Michigan. As an Organization of American States Fellow in Costa Rica, he also completed graduate-level courses on tropical biology and natural resource management at the University of Costa Rica and the Centro Agronómico Tropical de Investigación y Enseñanza.
