Jene Thomas became the Mission Director of the USAID Haiti Mission on January 11, 2016, following his two-year assignment as Director of the Office of Caribbean Affairs in the USAID Latin American and Caribbean Bureau.  Mr. Thomas served in the field with USAID for 17 years in Mexico, Afghanistan, Colombia, Haiti, and Pakistan. He has specialized in issues relating to democracy and governance, and human rights. He has held the positions of the Acting Mission Director of USAID in Colombia, the Director of the USAID’s Office of Democracy and Governance in both Mexico and Colombia, and most recently the Director of the Office of Democracy and Governance of USAID in Pakistan.

Prior to USAID, Mr. Thomas worked for the U.S. Army Corps of Engineers in Germany; the U.S. Environmental Protection Agency in Washington, DC; a local NGO in the Dominican Republic; the U.S. Peace Corps in Mali; the Texas Water Commission; and an environmental consulting firm in his hometown, Austin, Texas.  Mr. Thomas earned a B.A. in Geology at the University of Texas at Austin.  He also studied public policy at the University of Maryland and environmental management and sustainable development at the Iberoamerican University in Mexico City.
