Patricia Lamond is currently serving as the Deputy Director for USAID’s Office of Civil Rights and Diversity (OCRD).
Lamond re-joined USAID as OCRD's Deputy Director in April 2011. Prior to that, she served as the deputy director of the Department of Labor's Civil Right Center where she oversaw the Department's internal equal employment opportunity and diversity programs and their external equal opportunity program for the Department’s financially assisted and conducted programs.
Lamond has spent most of her federal career serving in leadership positions implementing equal employment opportunity, diversity and human capital programs and initiatives. She began her career with the Social Security Administration (SSA) where she was responsible for standing-up the Equal Employment Opportunity (EEO) program when SSA became an independent agency. She also established SSA’s national training center for employees with disabilities.
From 1999 through 2005, Lamond served as the deputy director and then the director of the Centers for Medicare and Medicaid Services’ (CMS) EEO and Civil Rights office. In 2006, she led CMS’s human capital programs for diversity recruitment and performance management and their competitive sourcing program.
Lamond first joined USAID as the deputy director of OCRD's predecessor organization, Equal Opportunity Programs, and was in that position from December 2006 until October 2008.
She is a graduate of the University of Maryland Baltimore County and the Federal Executive Institute's Leadership for a Democratic Society.
