Deputy Assistant to the Administrator
Joakim Parker is the Deputy Assistant to the Administrator in the Office of Afghanistan and Pakistan Affairs (OAPA) at USAID. Joakim is a member of the Senior Foreign Service and has been the recipient of a number of USAID awards including the C. Herbert Rees award and the Office of Inspector General Achievement Award. Prior to joining OAPA, he served as USAID's mission director in Vietnam for four years through June 2016. Joakim joined USAID in 1997 after several years of practice with an international law firm, going on to serve in Georgia, Peru and Ukraine. He holds degrees from Stanford University, the University of California's Hastings College of Law, and the University of the West Indies' Institute for International Relations.
