Mr. Arthur Brown is a Senior Foreign Service Officer (SFS) with the rank of Counselor for the United States Agency for International Development (USAID). He was appointed as Mission Director to USAID/Dominican Republic in July 2016. He has worked for the federal government for more than 24 years.
Mr. Brown served as the SFS Deputy Mission Director in Kabul, Afghanistan from June 2015 to June 2016. In Afghanistan, Mr. Brown was responsible for international donor engagement, and coordinating relations with the Afghan National Unity Government’s foreign-aid management unit within the Ministry of Finance. He was the USG’s senior representative to the United Nations Assistance Mission in Afghanistan (UNAMA) ‘Heads of Agency’ forum. He directed and led our Senior Managers for the Office of Program & Project Development, Management, and the Financial Controller for USAID/Afghanistan. He chaired the “On-Budget” Steering Committee for the USG’s $425 million contribution to the World Banks's multi-donor Afghan Reconstruction Trust Fund (ARTF), and guided the Mission's on-budget programming and management of a $3.2 billion dollar pipeline.
From July 2012 to April 2015, Mr. Brown served as the USAID/Nicaragua Mission Director where he was responsible for leading economic growth, democracy and governance, health, environmental, and education programs. Prior to serving in Afghanistan and Central America, Mr. Brown has a distinguished career serving in various Africa Missions (USAID/DR-Congo, Nigeria, Guinea & Sierra Leone, Botswana, extended TDYs to Madagascar, and Benin as Acting Director), and providing fiscal oversight for a budget exceeding $2.5 billion within the Bureau for Democracy, Conflict and Humanitarian Assistance (DCHA). He formerly served as a Senior Financial Manager at the JHPIEGO Corporation working in the Maternal/Child Health & HIV/AIDS sectors.
Mr. Brown graduated from Johns Hopkins University (MBA), University of Virginia (BA), and the National War College (MS-National Security Strategy). He is a National Defense University (NDU) CAPSTONE Fellow, and Mr. Brown is a graduate of the United States Special Operations Command (SOCOM)'s Joint Special Operations University (JSOU)-Combined/Joint Force Special Operations Component Commander Course (C/JFSOCC). He holds various USAID Meritorious Honor Awards, and the Administrator’s Management Improvement Award, along with Special Act, Meritorious Group, and Teamwork Awards. Mr. Brown also is a distinguished recipient of the U.S. Peace Corps’ Franklin H. Williams award for Outstanding Community Leaders.
Mr. Brown has volunteered in a variety of civic and charitable organizations-Women Infants and Children (WIC) welfare program, the Washington Free Clinic, and Executive Board Member for the Baltimore, Maryland based Ashburton Area Community Association. Additionally, Mr. Brown served as a Rural Community Development Extension Agent in the Republic of Bénin, West Africa, Ministry of Labor and Social Affairs where he was a U.S. Peace Corps Volunteer (PCV) for over three years.
Mr. Brown is married to Krista Luchie Brown (BSN, RN, MS). She is a Certified Family Nurse Practitioner (CRNP), and Returned Peace Corps Volunteer-Togo, West Africa. They have a son and a daughter together.
