Co-Chairs Thibault and Shays, thank you for your kind invitation to testify before the Commission on Wartime Contracting about the coordination of programs and contracts among interagency and international entities in Afghanistan.

In my remarks, I plan to focus on three main issues: 1) planning of USAID reconstruction in Afghanistan; 2) interagency and international coordination; and 3) and, lessons that we have learned in both Afghanistan and Iraq.

I am honored to be nominated by President Obama to serve as Administrator of the United States Agency for International Development, and I appreciate his confidence in me to lead the Agency.

Secretary of State Clinton has expressed the conviction that, along with diplomacy and defense, development serves as a pillar of American foreign policy. I am grateful for her support for my nomination and, if confirmed, look forward to the opportunity to help her give full effect to that conviction.

Chairman Levin, Ranking Member Brady and distinguished members of the Subcommittee on Trade: on behalf of the U.S. Agency for International Development (USAID), I thank you for the opportunity to present our experience in implementing trade capacity building (TCB) programs. I hope to provide the Committee insight into how effective TCB assistance activities can advance both the objectives of our trade preference programs and the long-term development needs of our developing country partners.
