The Participating Agency Service Agreement with the U.S. Army Corps of Engineers (USACE) is an ongoing Implementing Mechanism designed to provide project management and quality assurance support to USAID in the implementation of infrastructure projects in Afghanistan. USACE support includes providing technical studies and surveys and up to 12 full time, project-funded employees for assignment to USAID/Afghanistan’s Office of Infrastructure, Engineering, and Energy (OIEE) and Office of Provincial Reconstruction Teams (PRT). USAID/Afghanistan has a large infrastructure portfolio managed by a limited staff. USACE supports OIEE and PRT in the management of assigned projects including monitoring construction schedules and quality control plans to help ensure that the infrastructure program objectives are met.
