Amman (May 2, 2017) – Working in close collaboration, the United States government and the Ministry of Municipal Affairs have developed and launched a comprehensive Public-Private Partnership (PPP) Manual and training program for all 100 municipalities across Jordan. The manual and training modules were designed to equip mayors and municipal councils with the tools to diversify, create income-generating projects, and finance new facilities and infrastructure in their communities.

Municipalities across Jordan can benefit from creating partnerships with the private sector. In order to stimulate local economic growth and development, the United States Agency for International Development’s Local Enterprise Support Project (LENS) and the Ministry of Municipal Affairs developed the PPP manual and organized a training program to equip towns with the knowledge and tools to create linkages within the local private sector and facilitate investments that strengthen businesses in local communities.

Together with the Ministry, USAID LENS successfully implemented training programs on PPPs in five different governorates from April 2^nd to April 12th. A total of 160 municipal representatives attended the training sessions held in Amman, Mafraq, Irbid, Tafileh and Aqaba. These sessions followed a successful Training of Trainers Program in January, which prepared several municipalities to serve as peer-to-peer support.

The program included training representatives on Public Private Partnership (PPP) laws and regulations and the best mechanisms for attracting investments and creating partnerships with the private sector to improve local services and infrastructure and support local economic development.

The Director of the Investment Unit of the Ma’an Municipality, Eng. Hussein Qurei’, said “the PPP and Investment Manual is a valuable tool for municipal staff and elected local officials. It allows them to benefit from the investment and PPPs legislations, regulations and incentives which contribute to the success of our economic development plans at the local and governorate levels empowered by decentralization.”

The United States government, through USAID, has provided foreign assistance from the American people to Jordan for more than 60 years.
