The position is located in USAID/India’s Office of Social Sector Initiatives (OSSI), which manages the Mission’s water, sanitation and hygiene (WASH); basic education; and disaster management portfolios, along with activities related to women’s empowerment, Tibetan community resilience, and governance.
USAID policy states that an unauthorized commitment occurs when a USAID official acts in a way that leads a recipient or potential recipient to believe that USAID has committed to make a specific award; change the amount of an existing award; or revise an existing award budget, program description, or any of the terms and conditions of the award; and such official does not have the authority to do so. It is against U.S. Government and USAID policy to enter into an unauthorized commitment.
USAID often must revise assistance instruments during the period of performance. When this occurs, the AO must prepare and issue a formal amendment to the grant or cooperative agreement. USAID policy requires that revisions to assistance instruments be in writing to a recipient and issued by the AO. This is the case whether or not the rights of the parties are affected. Amendments to grants or cooperative agreements may happen at any time during performance.
USAID assistance awards are subject to termination provisions that authorize USAID Agreement Officers (AOs) to terminate awards, in whole or in part, for failure to comply with the terms and conditions of the award, for cause, with the consent of the recipient, or at the recipient’s request. Terminations may be executed at any time prior to the planned end of period of performance.
Mark A. White, a career member of the Senior Foreign Service with the rank of Minister Counselor, has joined the U.S. Agency for International Development (USAID) in India as the new Mission Director. Mr. White assumes leadership as USAID leverages India’s growing human and financial resources through partnerships that catalyze innovation and entrepreneurship to solve critical local and global development challenges. He was sworn in on February 24 in Washington by USAID Acting Administrator Wade Warren.
