This document describes the methodology USAID will use to measure progress towards the Goal One target of the USAID Education Strategy: improved reading for 100 million children in primary grades. This methodology replaces the methodology that was outlined in the Education Strategy Technical Notes. The new methodology is compatible with existing implementation and data collection guidance. Partners and implementers whose work is aligned with previous guidance and who follow rigorous practices in the measurement of student learning do not need to – and should not – change their practices in response to this methodology.
