Attached is a Statement of Work for a performance evaluation of “Project for Local Empowerment (PLE).” The PLE is implemented by the International Rescue Committee (IRC) and its partners and is managed by the Office of Governance and Vulnerable Populations (GVP) at USAID/Regional Development Mission for Asia (RDMA) in Bangkok, Thailand.

 

Offerors must carefully adhere to paragraph ”IX. EVALUATION CRITERIA FOR TECHNICAL PROPOSALS”. You are strongly encouraged to submit any comments or questions concerning this RFP to kjenchiewchan@usaid.gov and pmartin@usaid.gov by no later than April 30, 2014.

 

If you are interested in providing this evaluation service, please submit a proposal with your proposed plans to conduct the evaluation via email to kjenchiewchan@usaid.gov and pmartin@usaid.gov by no later than 3:00 p.m., local Bangkok time on May 14, 2014. 

 

You should retain a complete copy of yoursubmission for your records for future reference. Please let me know by May 6, 2014 if you do not plan to submit a proposal for this assignment. An award of a firm fixed price purchase order type of contract is anticipated for this assignment for a period of about four months, beginning approximately in July 2014.

 

The Proposals shall be prepared in two separate parts: the Technical Proposal shall address technical aspects only, while the Business (Cost) Proposal shall present the costs and address related issues.

 

Offerors should take account of the expected delivery time required by the proposal transmission method they choose, and are responsible to ensure that proposals are received at the above e-mail addresses by the due date and time specified above. Faxed proposals are not acceptable.

 

This letter constitutes a request for proposal and in no way obligates USAID to award a contract nor does it commit USAID to pay any costs incurred in the preparation and submission of the proposal.
