New Members of Parliament Attend Introductory Orientation Program

On January 25, 2011 newly-elected parliamentarians attended an Orientation Program sponsored by the United States Agency for International Development (USAID) Parliamentary Program in Azerbaijan (PPA), in collaboration with the Milli Mejlis (Parliament) of the Azerbaijan Republic.

The Member Orientation Program consists of three distinct phases to serve the needs of first time assembly member and experienced members. Phase I, today’s introductory session was designed for first-time MPs and gives a brief overview of the key functions and operations of a parliament and the roles and responsibilities of members in legislative, representative and oversight areas of the parliamentary activities. The presentations were made by experienced MPs and the Milli Mejlis senior staff members.

Phase II expands upon the topics covered in the Phase I and introduces supplementary topics, such as policy research & analysis and public diplomacy. Phase III introduces skills courses to guide members on meeting the demands of their multiple roles, and includes seminars and policy dialogues on key legislative matters.

U.S. Embassy Chargè d’Affaires Adam Sterling told attendees, “The role of the institution of parliament and parliamentarians is especially crucial in serving as a bridge between state and society and promoting transparency, accountability and participation,” and he wished them luck in fulfilling this important goal.

The January 25th ceremony was also attended by Faye Haselkorn, USAID Azerbaijan Democracy and Governor Office Director; and by Ziyafat Asgarov, First Deputy Speaker of the Milli Mejlis, Bahar Muradova, Deputy Speaker and Safa Mirzayev, Secretary General.
