This ADS chapter specifies the policies and procedures that constitute the USAID Personnel Recovery Program. USAID is mandated to develop and maintain a comprehensive Personnel Recovery Program in accordance with Annex 1 of National Security Presidential Directive (NSPD)-12. NSPD-12 Annex 1 is classified as confidential; for a copy of this document, please contact: personnelrecovery@usaid.gov. The Agency’s Personnel Recovery Program covers all USAID employees, regardless of hiring mechanism.
