This chapter provides guidance and mechanisms for USAID to reduce energy use greenhouse gas emissions (GHG) in USAID’s properties as required by Executive Order 13423, Strengthening Federal Environmental, Energy, and Transportation which superseded Executive Order 13123, Greening the Government Through Efficient Energy Management and was expanded in Executive Order 13514, Federal Leadership in Environmental, Energy, and Economic Performance.
